According to PP MLAT he  is... and I have him on Mode-S so he is local.

Update 10:20 BST whatever he is he just passed over Portavogie heading for IoM and descending through 7000 towards 3000.

ICAO24 hex I am receiving is 5082E0 which does not decode to a know a/c

Only one I have found that is anyway close is UR-UKA, a Su-26 aerobatic a/c.  Can't find any UR-UQ* allocations in Ukraine.
