I've never heard about the weather in Scotland, so I'm just curious if it's really that great for space launches. I would guess so if SRB said it was, though the end of the decade is probably very optimistic.

The weather in Scotland can be very bad and very changeable so I'd say it would be very hit and miss as to whether launches would go on time. I'd also say that they'd be restricted to the summer months.
The carft 'Spacesip Two' hasn't even been flown yet so I can't see have Branson can predict flights at the end of the decade - 3 1/2 years away.
