An interesting court case, too
http://www.leagle.com/decision/1998133328FSupp2d1305_11192/MELLON%20v.%20CESSNA%20AIRCRAFT%20CO.?
Once Knapp assured Mellon that Cessna would continue to service his airplane, with the exceptions noted above, Mellon purchased the modifications and had them installed on his airplane at a cost of approximately $1.2 million.
For over two years, Cessna stood by its agreement and the parties' business relationship continued.
However, on September 22, 1995, Cessna issued Service Letter SL500-03-01 ("the Service Letter") to all owners of Citations equipped with modifications similar to Mellon's. The Service Letter stated that Cessna would no longer perform certain maintenance, including major phase inspections.
I was going to quip about a billionaire flying around in a cheap 1979 Citation but then again that's probably why he's a billionaire.

Is he part of the Mellon Bank group?

Of that dynasty, yes. Timothy has tried to restart Pan Am a couple of times and has a few railroads under his belt, too.
