In fairness to the young girl killed, the driver of the fire-engine that first ran over her was the driver who was stopped and had the injured girl pointed out to him, minutes later he drives over her, another fire-engine drove over her again. The Fire-fighters claimed she was covered in foam and they could not see her, they didn't know she was there. This is evidently not the case, as the video shows.
