Viewing Platform?

A scaffolding tower platform has been erected just off the Ballyrobin road on the way to the airport. It's just past the  wee chippy van that sits by the Killead roundabout. It's orientated towards arriving aircraft, maybe as some sort of filming  platform. Anyone any ideas?
